Stamp Information : XXII INTERNATIONAL LEPROSY CONGRESS, NEW DELHI, 1984 The International Leprosy Association is an association of leprologists throughout the world. The members of the Association meet once in five years to discuss about the latest developments in leprosy. At the XIth Congress held in Mexico in 1978, the Hind Kusht Nivaran Sangh (Indian Leprosy Association), with the approval of the Government of India, had extended an invitation to the International Leprosy Association to hold its next Congress in New Delhi, India. The members of the International Leprosy Association unanimously accepted the invitation. This will be the first time many of our young leprologists will be attending the International Leprosy Congress in large numbers. Over 1200 delegates from 120 countries are likely to participate in the Congress. The activities of the International Leprosy Association include: 1. Publication of International Journal of Leprosy quarterly. 2. Giving suggestions to various governments on their leprosy control programmes. 3. The International Leprosy Association, being on vigorous committees of the WHO and allied health agencies, advises these agencies on leprosy control programmes. 4. It is also responsible for holding the International Leprosy Congress once in five years. The XIIth International Leprosy Congress from 20th to 25th February, 1984 is being organised under the auspices of the HKNS and the Government of India. Most of the eminent leprologists in the world are attending this Congress. A special feature of this Congress is the introduction of teaching and training sessions through slide, tape and video presentations. Eight sessions dealing with all aspects of leprosy are being presented to young leprologists. Armauer Hansen, a Norwegian leprologist was the physician who identified the leprosy bacilli. The causation of the disease was not known until he identified the organism under the microscope. Leprosy is also known as Hansen's Disease. (Text courtesy: XII International Leprosy Congress). INDIA'S STRUGGLE FOR FREEDOM The first war of freedom (1857-58) was the first funeral widespread uprising against the rule of the British East India Company. The doctrine of Lapse, issue of cartridges with animal fat to India soldiers, introduction of British system of education and a number of social reforms had infuriated a very wide section of Indian people, who rose in revolt at a number of places all over India. The East India Company was brought under the direct rule of the British crown as a result of this uprising. Of the very large number of freedom fighters, who led the struggle, four are being commemorated through the present series, which is a part of the larger series on India's Struggle for Freedom. TATYA TOPE Tatya Tope also known as Ram Chandra Pandurang was born in 1814 at village Gola in Maharashtra. His father, Pandurang Rao Tope was an important noble at the court of the Peshwa Baji Rao-II. He shifted his family with the ill-fated Peshwa to Bithur where his son became the most intimate friend of the Peshwa's adopted son, Nana Dhundu Pant, known as Nana Saheb. In 1851, when Lord Dalhousie deprived Nana Saheb of his father's pension, Tatya Tope also became a sworn enemy of the British. In May 1857, when the political storm was gaining momentum, he won over the Indian troops of the East India Company, stationed at Kanpur, established Nana Saheb's authority and became the Commander-in-Chief of his revolutionary force. After the reoccupation of Kanpur and separation from Nana Saheb, Tatya Tope shifted his headquarters to Kalpi to join hands with Rani Lakshmi Bai and led a revolt in Bundelkhand. He was routed at Betwa, Koonch, and Kalpi, but reached Gwalior and declared Nana Saheb as Peshwa with the support of the Gwalior contingent. Before he could consolidate his position he was defeated by General Rose in a memorable battle in which Rani Lakshmi Bai suffered martyrdom. After losing Gwalior to the British, he launched a successful guerilla campaign in the Sagar and Narmada regions and in Khandesh and Rajasthan. The British forces failed to subdue him for over a year. He was, however, betrayed into the hands of the British by his trusted friend Man Singh, Chief of Marwar, while asleep in his camp in the Paron forest. He was captured and taken to Sipri where he was tried by a military court and executed at the gallows on April 18, 1859. Stamp Information : DR. D. N. WADIA Profesor Darashaw Nosherwan Wadia, a pioneer in Indian Geology, was born on 23rd October, 1983 at Surat, in a respectable family of ship-builders for the East India Company. Young Wadia had his early education in Surat and Baroda, and obtained his Batchelors degree in 1905 from Baroda College. Soon after, he took up the challenging task od setting up the Department of Geology at the Prince of Wales College in Jammu and wrote a text book for Indian students of the Geology of India and Burma, in 1916. The classic book braught him recognition both at home and abroad, and has had a profound influence on generations of students of geology. In the inspiring surroundings of the Kashmir Himalayas and under the able guidance of C.S. Midlemiss, young Professor Wadia continued his geological pursuits and formed some new ideas regarding the origin and evolution of the Himalayas. He joined the Geological Survey of India in 1921, to further work on the geological and tectonic mysteries of North Western Himalayas. His paper on the "Syntaxis of the North Western Himalayas" the acute arcuate knee-bend of the entire Himalayan belt around a pivotal point of Naga Parbat, brought him national and international fame. After retirement from the GSI in 1938, Wadia worked for some time with the Government of Ceylon, till 1944; when he was appointed the Geological advisor to the Government of India, to initiate and formulate a mineral policy for the country. He continued to advise the Government on matters related to conservation and utilization of the country's mineral resources, exploration for domestic resources for atomic raw materials and other related fields. The Indian Bureau of Mines, Atomic Minerals Division, National Geo-physical Research Institute, National Institute of Oceanography and the Institute of Himalayan Geology, are some of his creations. The Institute of Himalayan eology, established in 1968, was renamed as the Wadia Institute of Himalayan Geology in his memory in 1971. Professor Wadia's genius and merit found widespread recognition in the world. He was awarded the 'Back Award' of the Royal Geographical Society in 1934, 'Lyell Medal' of the Geographical Society of London in 1943, the Honorary Doctorate of the Delhi University in 1947, elected a Fellow of the Royal Society of London in 1957, 'Meghnad Shaha Medal' of the Indian National Science Academy, 'P.N. Bose Memorial Medal' of the Asiatic Society and 'Leopold Von Buch' award of the German Geological Society. The Government of India honoured him with the award of Padma Bhushan, and amde him a Natinal Professor in Geology in 1963. Besides being the President of the Indian Science Congress, the NAtional Institute of Sciences of India and many scientific societies, he was also elected to fill the Presidential Chair of the International Geological Congress in New Delhi, in December, 1964. As a true Karma Yogi, he remained active till the end and breathed his last in New Delhi on June 15, 1969 at the age of 86. Stamp Information : INDO-SOVIET JOINT MANNED SPACE FLIGHT The Indo-Soviet Joint Manned Space Flight launching the first Indian into space takes place from 3rd April, 1984 to 11th April, 1984. This mission is the outcome of the agreement signed between the Government of India and USSR for the participation of an Indian Cosmonaut in the joint manned space flight to be launched by USSR in April 1984. Sqn. Ldr. Rakesh Sharma, an outstanding test pilot of the Indian Air Force, will become the first Indian to go into space when he alongwith two other Soviet cosmonauts orbits the earth for eight days during the Joint Indo-Soviet Manned Space Flight. Squadron Leader Rakesh Sharma and Wing Commander Ravish Malhotra were the two Indian Air Force officers selected through a rigorous process of selection for training at Yuri Gagarian Centre, both have qualified to make the space flight. Two sets of crew have been formed, of which one will be the main crew who will actually participate in the space flight and the other will be standing by. The main crew for the mission is Col Yuri Malyshev- pilot cosmonaut and Commander, Squadron Leader Rakesh Sharma- Researcher Cosmonaut and Mr. Gennady Sterkalov- Engineer Cosmonaut. The standby crew comprising Col. Anatoly Berezovoi, pilot Cosmonaut, Wg. Cdr Ravish Malhotra- Researcher Cosmonaut and Mr. Glorgi Grechko- Engineer Cosmonaut. The joint space mission includes advanced experiments on bio-medicine, material science and remote sensing sponsored by the Institute of Aviation Medicine of the Air Force, Defence Metallurgical Research Laboratory of the Defence Research and Development Organisation and the Indian Space Research Organisation respectively, in collaboration with Soviet Research Institutions. Some of the experiments are being conducted for the first time and interesting results are expected to emerge out of the studies based on them. The crew for the space flight will be launched on Soyuz T-11 transporter spacecraft with the help of Rocket-carrier Soyuz on 3rd April 1984 from Balkonour. Soyuz T-11 will dock with the Salyut-7, the scientific orbital space station which was launched on 19th April 1982 and is in a near-earth orbit at an altitude of 360 KMs. A three member Soviet crew comprising Commander Col Leonid Kizim, flight engineer Vladimir Solovyov and cardiologist Dr Oleg Atkov have already reached the Salyut-7 space station on 9th Feb., 1984 and will receive the crew of the joint mission when they dock with the Salyut-7. After completing the programme for the space mission the joint Indo-Soviet crew is expected to touchdown on 11th April, 1984. The crew will bring back with them the log of their activities, symbols which were taken to space and scientific data and results of the experiments conducted in space. Stamp Information : G. D. BIRLA Ghanshyamdas Birla's role as a pioneer in Indian business and industry is unchallenged. Equally well known is his role in the freedom movement under the leadership of mahatma Gandhi. Son of Raja Baldeo Das Birlas, GD, was born in 1894 at Pilani, a village in Rajasthan on Ram Navami Day. At the age of 13, he was already carving out a career as a trader and broker in gunny and Hessian in Calcutta. Small incidents sometimes lead to big changes in a person's life. As a broker, GD had to call on many British 'Burra Saheb'. The practice was that some benches the waiting room were reserved for the use of whites only. GD's spirit rebelled against the humiliation involve; he decided that would have his own Jute Mill. The British business houses were outraged by this native "Impertinence", but despite many hurdles they placed in his way, young GD faced the challenge with fortitude and finally succeeded in his mission. GD came in contact with Mahatma Gandhi in 1915 and their association soon became very close. In fact, as early as 1924 Gandhiji wrote to GD that he regarded him as one of his mentoras. In the thirties Gandhiji began to stay at Birla House whenever he was in Delhi. Tragically, it was at Birla House that Gandhiji was assassinated. Apart from Gandhiji, GD was initiately associated with important leaders of his time like Gurudev Tagore, Pandit Madan Mohan Malaviya, C. R. Das, Lala Lajpat Rai, Motilal Nehru, Sardar Patel, Maulana Azad, Rajendra Prasad and Rajaji. They too, in fact stayed with him whenever they visited Delhi. He was elected to the Indian Legislative Assembly in the late twenties. Characteristically, he resigned in 1930 in protest against an enactment introducing Imperial Preference. GD gave liberty to public causes and established several educational institutions, temples, hospitals and cultural centers. He was dedicated educationist. He founded at Pilani the Birla Education Trust and Birla Institute of Technology and Science, an autonomous body. Pilani is now a major educational centre. GD was a delegate to the Second Round Table Conference in London in 1931 and left his impression on the deliberations. Shortly afterwards, he was offered a knighthood, which he declined. A great believer in the philosophy of Karma Yoga as enunciated by Lord Krishna in Gita, work was a passion with GD. He remained active till the end: death came to him in London on June 11, 1983 at the age of 89. GD's versatility was amazing. It was achievement enough to built from scatche a giant industrial complex. Apart from his interest in public affairs, he was a connoisseur and patron of arts, a lively speaker, a charming conversationalist, an original thinker and a great patriot and nationalist. Whatever he touched in his country's life GD left his indelible mark on it. Stamp Information : BABA KANSHI RAM Baba Kanshi Ram, the most prominent freedom fighter of Kanga Hills, now forming part of Himachal Pradesh, was born on 11th July, 1882 at village Dada Siba in Tehsil Dehra of Dist. Kanga. He went to the village school but could not follow up his studies beyond the school stages his father died in 1895 when he was only 13. As he was fond of music and poetry he started to write songs and poetry in 'Pahari' language from an early age. But equally important was the need to earn his livelihood. So he went to Lahore for employment. Before he could do anything tangible, young Kanshi came into contact with freedom fighters and Congress leaders of those days. He had witnessed the famous Delhi Darbar held in December, 1911, when the capital of India was shifted to Delhi from Calcutta. As a sharp blow to this glittering show of glory and power came the famous bomb attack on the Viceroy, which surcharged the entire atmosphere with national fervour. Young Kanshi came back to Lahore and within the next 5 to 7 years developed good relations with well known Congress leaders and freedom fighters of those days incluiding Sardar Ajit Singh, uncle of Sardar Bhagat Singh, Lala Hardayal and Lal Lajpat Rai. He witnessed the Jallianwala Bagh massacre in 1919, jumped into the freedom struggle and left for home. He started preaching the message of Mahatma Gandhi to the Nation and composed songs and poems in 'Pahari' language to inspire them to join the freedom struggle. The British Govt. took note of his activities and he was arrested in his village Dada Siba on 5th May 1920, and was lodged in Dharamshala jail with Lala Lajpat Rai. He was released on 11th November, 1922. He moved again to Lahore and participated in the session of the Indian National Congress at Lahore in 1929 which declared Independence to be the goal of Indian struggle led by Mahatma Gandhi. Shri Jawaharlal Nehru presided over this session. Swinging between his love of independence and his passion for the promotion of 'Pahari language', Baba Kanshi Ram continued writing for the people of the hills in their mother language. His famous poem, 'Agrez Sarkar Da Tigha Par Dhiare'- The British Government is on her last legs, brought him into the jail again but he was acquitted as the Government could not prove the charge of sedition on him. He was again arrested on 16th April, 1930 for participating in the struggle. Between 1930 and 1942 he was arrested 9 times. Smt. Sarojini Naidu called him the Bulbul-e-Pahar (The Nightingale of the hills) at a conference at Daulatpur now the part of Una Distt. (HP). Pt. Jawaharlal Nehru called him 'Pahari Gandhi' at Garhdiwala, in 1937, at a political conference organised by the Punjab Pradesh Congress Committee. During the last days of his life, he undertook the vow to wear black clothes till India attained freedom. The black clothes remained with him till the last day of his life on 15th October, 1943. MANGAL PANDEY Mangal Pandey, a resident of Ballia, in Uttar Pradesh, was a soldier in the army of the British East India Company. At the time of the First War of Independence, the Company introduced new rifles, which used animal fat for greasing the cartridges. Influenced by the example of his compatriots in Behrampur, Mangal Pandey refused to use the greased cartridges and broke into open mutiny on March 29, 1857, at Barrackpore near Calcutta and used his comrades to join him. Surrounding by guards and European Officers, he tried to commit suicide by shooting himself and was seriously wounded. He was court-martialled on April 6 and hanged at Barrackpore on April 8, 1857.
